CA community members require mechanisms for contacting a group of people. A logical supposition would be that Google Groups might be a solution to that.
Google Groups can not be created by individuals at CA, as a policy decision. The Google Groups employed by CA are managed automatically, and are indicative of membership associations that are required (i.e. someone is a member of an academic department, or is a student).
